June 15th, 1938
Illinois troops catalog machine guns surrendered by the Indiana Army. With 27 mostly intact brigades having given up the struggle, the recent battlefields were a treasure trove of equipment, despite concerted efforts by their original owners to damage or destroy arms.

August 30th, 1938
Shortly after launching a multi-division attack south of Seattle and forcing back Washington defenders badly outnumbered at the point of attack, California troops were hit with counterattacks from three sides, and forced into retreat themselves.
Held up by the positioning of follow-on forces, two full brigades were compelled to surrender.

September 3rd, 1938
Fighting to recapture the same ground they had taken and lost less than a week earlier, Californian forces again foundered in the face of determined counterattacks by Washington armor and artillery. With complete air supremacy, the Washington twin-engine fighter-bombers were free to wreak havoc on the tightly packed invaders. More than a division's worth of troops disintegrated under the pressure, but a single infantry brigade managed to repulse the final counterattack and hold the California gains.

Here, a California BT-7 has been upended during the intense fighting.

With complete control of the air in the region, Washington fighter squadrons were increasingly assigned to interdiction roles. Their efforts helped keep Californian gains to a minimum and greatly increased the effectiveness of their brothers in arms on the ground. Here, a Spitfire is being loaded with bombs for another ground attack mission.

December 7th, 1938

As winter approached, California troops became ever more desperate to reach Seattle. The fever reached into the highest echelons, and in the first week of December, they launched the largest offensive to date. It succeeded in blasting a 25 km-wide hole in the Washington defenses, and reserves crowded onto the nearest roads in hopes of a breakthrough. To their chagrin, the furious counterattack drove back five brigades, who had nowhere to retreat to. They surrendered en masse. However, the Washington defenses were left much weaker than they had been, and the Californian high command was faced with a difficult decision in one of the key moments of the war.

Here, Washington police escort thousands of Californian P.O.W.'s north through the fog common to this region. The former Canadian border was the site of their imprisonment, with the existing small processing facilities for immigration and trade growing on almost a daily basis.

December 30th, 1938

With the fall of Seattle, the war in Washington state came to a close. The picture below is of a metal reclamation center after the capitulation. Neighboring armament facilities caught fire during a particularly fierce barrage, and the fire spread quickly.
Stacks of newly-minted helmets are visible in the lower left corner, as hordes of plates and mining equipment litter the rest of the floor, where they had been waiting to be melted down.

Are any of those POWs being repatriated?

Exactly 1 year in game terms.
POWs are not handled in the GS4 rules beyond the 50% manpower recovery rule for battlefield losses, and so any not accounted for are assumed to have signed a pledge to join a monastery and never take up arms or contribute to a war effort again.
